Karachi has officially brought major changes to its traffic safety regulations by introducing a new mandatory helmet rule for all motorcyclists, including both the rider and the passenger. This new regulation is part of the city’s upgraded AI-powered e-challan enforcement system, which has already started identifying violations and issuing fines automatically. The initiative aims to reduce accident-related injuries and increase compliance with road safety laws across Pakistan’s largest metropolitan city.
Karachi began implementing its modern traffic monitoring system on October 27, 2025, and since then, the number of e-challans issued has increased significantly. Even motorists who believe they are following the rules have reported receiving fines at home. Traffic authorities have now clarified that this confusion comes from newly activated rules that many riders and drivers are not familiar with.
Karachi’s e-challan system is fully automated, operating through high-resolution cameras and AI technology. These cameras continuously scan roads, intersections, and highways to detect violations without manual supervision. Traffic officers say the new system has removed human error and replaced it with strict monitoring, ensuring that every traffic rule is applied equally to every motorist.
DIG Traffic Karachi, Peer Muhammad Shah, explained in a recent interview that most unexpected challans were issued because people are still unaware of the updated traffic rules. The new system is not limited to basic violations like riding without a helmet or driving without a seat belt. Instead, it now checks for complete compliance, such as confirming whether both the rider and the passenger are wearing helmets, or whether both front-seat occupants of a car are wearing seat belts.
He emphasized that motorists must understand that AI cameras do not show leniency. If even a single detail is missed, the system flags a violation and generates an automated challan directly to the vehicle owner’s address.
One of the biggest clarifications made by the Traffic Police relates to motorcycles. Under the new mandatory helmet rule, helmets are now required for both the driver and the pillion passenger. If the passenger is not wearing a helmet, an e-challan will be issued — even if the driver is fully compliant.
This rule has become a major source of confusion because many motorcyclists believe that wearing a helmet themselves is enough. The traffic department says that over 60% of motorcycle accident victims in Karachi are passengers, not drivers. Because of this, the passenger helmet rule is now strictly enforced under the AI system.
DIG Shah urged all riders to make a habit of carrying two helmets, especially those involved in ride-hailing or food delivery services. He warned that the system will continue issuing fines without exceptions until the public fully adjusts to the updated rules.
The second major rule that has become fully active involves seat belt enforcement. According to the updated system, both the driver and the front-seat passenger of a car must wear seat belts. Many drivers have complained that they were wearing their seat belts yet still received challans. DIG Shah clarified that in most of these cases, the front passenger was not wearing a seat belt, triggering the violation.
This important detail is one of the main reasons why residents continue receiving unexpected challans. The system treats a passenger without a seat belt the same as a driver without one.
Karachi’s traffic police have also issued a special advisory for food delivery riders and courier services. Since delivery riders often carry colleagues or helpers, the system now automatically checks if passengers riding with them have helmets. If even one person is unprotected, an e-challan is immediately generated. The department recommends that delivery riders always keep an extra helmet with them to avoid fines.
The updated enforcement has been introduced to reduce the high number of injuries involving delivery riders, who spend long hours on the road and are frequently involved in accidents due to traffic congestion and high-speed movement.
Karachi’s new AI-based e-challan system is part of a broader Safe City initiative that aims to automate traffic control and bring the city closer to international safety standards. More than 2,000 high-definition cameras have been installed across major roads, flyovers, intersections, and sensitive locations. These cameras are capable of:

- Capturing the number plate of every vehicle
- Tracking lane violations
- Recording red-light jumps
- Identifying speeding vehicles
- Checking for triple riding
- Storing vehicle movement data automatically
Once a violation is detected, the camera captures photographic evidence, and the system generates a challan based on the vehicle registration information. This challan is then sent directly to the owner’s home, eliminating the need for manual checking or on-road penalties.
While many residents support the new enforcement system for promoting road safety, others say the rules should have been introduced gradually to give the public time to adapt. Social media has seen an outpouring of complaints from citizens who were surprised by unexpected challans. Some argue that the government should run an awareness campaign before enforcing these penalties strictly.
